You may only get access to the abstract of the NYTimes articles, as they will no longer maintain archives for free. Anyway, the latest news is that the Europeans are using US absence in KYOTO to set up international rules for Carbon trading.

"Now that the Americans are out, Europe can dominate the emissions trading market," says Steve Drummond, managing director of a greenhouse gas brokerage in London called "It entitles the Europeans to write the rules for global trading."
